Fall and winter change the conditions around your trees. Rain can saturate the ground, wind puts force on trunks and branches, and occasional wet snow or ice adds weight to the canopy. But seasonal change does not automatically mean a tree is dangerous—or that it needs to come down.

For homeowners in Snohomish County and northern King County, the useful questions are: What has changed? Could a failing tree or branch strike something? And does the situation need professional attention?

This guide explains what to watch for before and after storms, how to distinguish some normal seasonal changes from concerns, and when to keep your distance.

What changes for trees from fall into winter?

Summer stress can still be visible

The first autumn rain does not tell you whether a stressed tree has recovered. Browning foliage, thinning growth, or dead branches may reflect earlier dry conditions, root disturbance, or other problems that need a closer assessment. At the same time, some browning is seasonal. WSU Extension explains that cedar flagging affects older foliage and can become especially noticeable in early fall. The current year's growth at the branch tips remains green in this typical pattern. Stress can make flagging more pronounced.

Rain and wind can act together

Roots anchor a tree as well as supply water and nutrients. During prolonged wet weather, soil conditions can change how well that anchorage holds under wind loading.

Cooperative Extension guidance on saturated soils and wind explains why damaged roots, root decay, and unfavorable soil conditions can contribute to whole-tree failure. The concern is not simply that it rained. It is the combination of weather, the tree's condition, and its growing site.

Recent trenching, construction, or other disturbance near a tree is worth mentioning when arranging an assessment.

Leaf drop reveals more of the branch structure

Deciduous trees lose their leaves, making some broken branches and structural changes easier to see. Evergreens retain foliage through winter, so their seasonal appearance is different.

Neither a bare deciduous tree nor a full green evergreen canopy provides a complete picture of tree condition. Some important defects are not visible from the ground.

Wet snow and ice add weight

Accumulation can bend or break branches. The amount of damage depends on the tree, its structure, and the conditions—not simply its size or species.

A branch that is bent under a load may also move unpredictably if that load changes. Do not stand underneath it or attempt to knock off ice.

A tree that has leaned for years is not the same observation as a tree that changed position overnight. However, longstanding lean is not proof of safety either. The history helps a professional interpret what is happening.

Your property's conditions matter more than the county boundary

Snohomish and King counties both include exposed properties, wooded neighborhoods, slopes, and wetter low-lying sites. The practical questions are about your property:

  • Wind exposure: Is the tree in an open location? Has nearby clearing changed its exposure?
  • Ground conditions: Does water collect around the area? Have soil conditions changed?
  • Root disturbance: Has there been excavation, trenching, paving, or construction nearby?
  • Snow exposure: Is the property in a location where wet snow or ice accumulates on branches?
  • What could be struck: Are homes, driveways, play areas, or frequently occupied spaces within reach of a failing tree or branch?

A concern above a busy entrance deserves different consideration from the same condition far from people and structures. That does not make a remote tree safe; it changes the potential consequences.

Avoid assigning risk from a city name or a checklist alone. Site conditions and the individual tree need to be considered together.

A safe pre-storm observation checklist

Choose calm weather and observe from safe ground. If you already suspect instability, skip the walk-around and keep clear.

  1. Look for changes from a safe location. Note new lean, broken branches, obvious splits, or changes near the base.
  2. Consider where people spend time. Identify trees over entrances, parking areas, paths, and outdoor gathering spaces.
  3. Record the history. Mention recent construction, earlier storm damage, or nearby tree removal.
  4. Take photographs only if you can do so safely. Existing photos can help show whether a condition has changed.
  5. Arrange evaluation before conditions deteriorate. Do not wait for high winds to investigate a concern.

Do not climb, dig around roots, pull on branches, or try to test whether a tree is firmly anchored. A homeowner observation is useful background—not a substitute for an assessment.

Does preparing for winter mean pruning or removal?

Not necessarily. Depending on the findings, recommendations may include monitoring, appropriate pruning, protecting the root zone, or removal when warranted.

Pruning should have a specific purpose. Removing a broken branch or addressing a structural concern is different from heavily thinning every tree because winter is coming.

The International Society of Arboriculture's pruning guidance explains that topping can lead to tree stress, decay, and unacceptable risk. Cutting a tree shorter indiscriminately is not a reliable storm-preparation strategy.

Appropriate pruning also cannot fix every problem. Root instability or substantial decay may require a different response. No pruning plan or assessment can guarantee that a tree will withstand every storm.

During wind, snow, or ice: keep clear

Storm conditions are not the time to investigate suspicious movement or get a closer photograph.

  • Stay away from trees with hanging limbs or suspected instability.
  • Do not shake loaded branches or knock ice from them.
  • Do not cut storm-bent branches, supported fallen trees, or wood under tension yourself.
  • Keep away from downed lines and trees contacting wires, even if there are no sparks.
  • Contact emergency services when there is an immediate threat to life.

After the storm, look for new changes

When conditions have settled, observe from a safe location before using areas beneath affected trees. Check for newly hanging limbs, changed lean, visible splits, or ground movement around the base.

A tree can remain standing while damaged branches or structural problems still pose a concern. Do not assume that surviving the strongest winds means it is safe to walk underneath.

If something looks different, keep the area clear and report what changed. Do not move closer to confirm a suspected defect.

Check local rules before tree work

Tree-removal requirements depend on the property's jurisdiction and conditions. Incorporated cities have their own rules, and critical areas, buffers, protected tracts, easements, and HOA requirements can affect what is allowed.

Snohomish County's hazardous-tree bulletin specifically applies to unincorporated Snohomish County. It should not be used as a permit guide for every city or for King County.

For a property in northern King County, confirm whether the county or a city is the permitting authority. Ask about current documentation requirements before planned work. Calling a tree hazardous does not automatically remove all restrictions.

Common fall and winter tree questions

Can heavy rain make a tree fall?

Saturated soil can contribute to failure when combined with wind and other factors, including root damage or decay. Rain alone cannot tell you which tree will fail.

Does brown cedar foliage mean my tree is dying?

Not always. Older interior foliage can brown during seasonal flagging. Browning branch tips, widespread decline, or an unfamiliar pattern deserves evaluation rather than a diagnosis from color alone.

Should I prune my trees before winter?

Only when there is an appropriate reason and plan. Timing depends on the tree and the work needed. Avoid topping or blanket thinning as a seasonal precaution.

What should I report after a storm?

Report new lean, soil movement, fresh splits, broken hanging limbs, or a tree resting on another object. Observe from a safe distance and keep away from suspected hazards.
